The New York Bankruptcy Court for the Northern District is comprised of two divisions serving a total of 32 counties. The 2003 case volume, divided by chapter selected , was as follows:

Jurisdiction / Coverage - The Albany Division serves the counties of Albany, Clinton, Columbia, Essex, Franklin, Fulton, Greene, Jefferson, Montgomery, Rensselaer, St. Lawrence, Saratoga, Schenectady, Schoharie, Ulster, Warren, and Washington County. The Utica Division serves the counties of Broome, Cayuga, Chenango, Cortland, Delaware, Hamilton, Herkimer, Lewis, Madison, Oneida, Onondaga, Oswego, Otsego, Tioga, and Tompkins County.

The Northern District provides public access to copies of records, local rules, schedules and official filing instructions. The instructions provided are general in nature, and are not a substitutive for sound legal advice. For instance, the information provided does not fully explain the individual benefits and pitfalls of each chapter for debtors, or creditors, or the long term effect of filing after discharge. The US Code is specific: judges, clerks and personnel are prohibited to provide any interested party with what may be considered legal advice. This rule of law applies equally to debtors and creditors.

Daily operation and administration procedures for New York Bankruptcy Courts are determined by the Administrative Office of US Courts. The judicial power of Judges is determined by Federal Law, which is derived primarily from the US Constitution and the US Code. Additional clarification of judicial power is provided by court decisions, Federal rules, and Local Rules.
